Caregiving Training Programme and Elderly Care Services – Level 03

1. Introduction
This report outlines a comprehensive initiative combining competency-based training programmes and operational elderly care services, developed in accordance with the National Skills Development Authority (NSDA) standards for Caregiving – Level 03.
The initiative aims not only to train qualified caregivers but also to deliver direct assistance and support services to elderly individuals, ensuring continuity between training, professional practice, and service provision.
The programme is implemented in collaboration with FDT Consulting Association, which provides strategic, organisational, and quality assurance support.
2. Objectives of the Initiative
The combined training and service model pursues the following objectives:

3. Target Beneficiaries
The initiative addresses two main beneficiary groups:
a) Training Beneficiaries

Care professionals aiming to upgrade their competencies.
b) Service Beneficiaries

Elderly individuals requiring daily assistance;

Families seeking qualified and reliable caregiving support;

4. Training Programme Structure
The training programme is competency-based and structured as follows:

Total Duration: up to 360 nominal learning hours (Elderly Care)

Generic Competencies: work ethics, teamwork, communication and negotiation skills;

Sector-Specific Competencies: understanding cognitive, mental, and behavioural conditions;
-
Occupation-Specific Competencies: physical, emotional, and palliative care for elderly persons, including dementia, Parkinson's, Alzheimer's, and post-stroke conditions.
5. Elderly Care Assistance Services
In addition to training activities, the initiative includes the possibility to provide direct elderly care services, delivered by trained or certified caregivers under appropriate supervision.
The assistance services may include:

Support with daily living activities (mobility, hygiene, feeding);

Monitoring of vital signs and basic health conditions;

Emotional and social support to reduce isolation;

Assistance in medication management, under medical guidance;

Palliative and comfort care services;

Support for families and caregivers through guidance and coordination.
Services can be delivered in:
