THE EQUITABLE AND SUSTAINABLE WELL-BEING OF TERRITORIES - REGIONAL REPORTS - YEAR 2023
Indicators of equitable and sustainable well-being were introduced into the Italian legislative system as an economic planning tool by Article 14 of Law No. 163/2016, reforming the accounting law. This provision provides that a Committee for Indicators of Equitable and Sustainable Well-Being (BES), set up at the National Institute of Statistics (ISTAT), selects the indicators useful for assessing well-being on the basis of the experience gained at national and international level.
This Committee is:
established by decree of the President of the Council of Ministers, on the proposal of the Minister for Economy and Finance (the Committee, appointed by Prime Ministerial Decree of 11 November 2016, took office on 28 November);
chaired by the Minister of Economy and Finance or his delegated representative;
composed of the President of ISTAT, the Governor of the Bank of Italy (or their delegated representatives), two experts in the field from universities and research institutions;
in charge of selecting and defining, on the basis of the experience gained at national and international level, the indicators of equitable and sustainable well-being (BES). These indicators will subsequently be adopted by decree of the MEF, subject to the opinion of the Parliamentary Committees.
